Motorhome compliance in Australia depends on the vehicle class, where it will be registered and the modifications made. For a Victorian conversion, start by identifying the vehicle’s GVM and the work proposed. That determines which technical guidance and approval path apply.

Light vehicle conversions up to 4.5 tonnes GVM

Transport Victoria identifies VSB 14 section LH, code LH11, and Victorian VSI 5 for campervan and motorhome conversions. A VASS approval certificate is required to certify a light vehicle conversion. Other modifications, such as seating or structural changes, may require their own assessment and evidence.

Heavy vehicle conversions over 4.5 tonnes GVM

Transport Victoria points to NHVR Vehicle Standards Guide 5 and relevant Victorian requirements. A VASS approval letter is required for the conversion. Heavy vehicle modifications covered by VSB 6 may require separate approval and should be identified at the start.

Gas, electrical and mass evidence

VSI 5 sets out requirements for permanent gas appliances and mains-style electrical systems. The relevant licensed installers must provide compliance evidence for review. Track the fit-out mass as the build progresses and record the finished vehicle weight and axle loads; the final layout must work within the vehicle’s ratings.

Prepare for an assessment

Gather the VIN and vehicle identification details, current registration status, layout and drawings, a complete modification list, progress photographs, component information and installer certificates.
